TIDE is a collaboration between Helen Costa and Anthony Douglas CBE and was established order to stimulate debate and create innovative solutions for local authorities facing complex social and economic challenges in the wake of the COVID19 pandemic.

Prior to TIDE, Helen was the co-founder of the social enterprise, Cornerstone and pioneered groundbreaking innovations including the use of virtual reality in social care, the co-production model of adoption and; the London Housing Adaptation Scheme for Foster Carers.
Anthony Douglas CBE is the ex CEO of CAFCASS and a leading figure in children's social care in the UK and internationally.
